With plenty of rain expected over the next 24 hour period here in Central New York, it's no surprise that the National Weather Service has issued a Flood Watch message for area residents:

A Flood Watch is in effect for portions of New York State and Northeast Pennsylvania, including Delaware and Otsego Counties.  The watch is from noon today until 6 am Thursday morning.  Rain should become heavy at times by this afternoon.  Flooding of urban, low lying and poor drainage ares, small streams and creeks is possible by early evening.  Heavy rain is expected to continue tonight into early Thursday.  Storm total rainfall could range from two to three inches.  You should monitor local forecasts and be alert for potential flood warnings.
