New York State's Health Commissioner may call it quits. Nirav Shah will leave Albany to become the chief operating officer of clinical operations for the Kaiser Foundation in California.

Shah has been criticized for the amount of time he has taken to review the possible health effects of hydraulic fracturing, taking two years to arrive at a conclusion so far.

He will be replaced by First Deputy Commissioner Howard Zucker until the governor makes a new appointment.
